Apt install (package). Unable to locate package since 2023.1 upgrade

Hi All,
Spent WWAAYY to much time on this just to get a package ie Nagios4, and any package at all. Am I reading correctly that packages won't be available till Kali 2023.3, 2023.4. Any help would be appreciated.
apt install nagios4
