ALFA AWUS036NH RAILINK RT2870/3070 failed to set txpower help

i just bought the alfa awus036nh Ralink RT2870/3070 -wifi card
but when i try to set txpower it not changed

These were the commands that worked for me

ifconfig wlan0 down
iw reg set BO
ifconfig wlan0 up
iwconfig wlan0 channel 13
iwconfig wlan0 txpower 30
