looks like you are still on Kali 2.0 Sana -
cat /etc/issue -

Sana repositories have been retired but you can point your sources list to -
deb http://old.kali.org/kali sana main non-free contrib

Kali Official Respositories -
http://docs.kali.org/general-use/kali-linux-sources-list-repositories

I had the same issue - what i did was build a new nethunter image -
https://github.com/offensive-security/kali-nethunter/wiki/Building-Nethunter

Flash it on my phone - install the chroot - and you should be good to go.

Another option could be try and upgrade from Sana to Rolling by changing the Repository to Rolling in sources.list - I tried this method and had a few issue. Rather than try and work througt them I just Flashed new image and clean installed the chroot with latest Rolling release -

hope this help!
