Merge menu and title bar

Might be a stupid question but is it possible to get the Title/Menu bars to behave like they do in Ubuntu?

When you full screen an app, they title and menu bar merge - much more efficient on space!!

I am extremely late, but if you are, or anyone else is, still looking for an answer I think Maximus NG (https://extensions.gnome.org/extension/1026/maximus-ng/) may be the solution.
