Hello,
When I restart, I get:

A stop job is running for User Manager for UID 131

every second, the UID changes from 131 to 0
0 this is my root 131 this is Debian-gdm

Debian-gdm:x:131:141:Gnome Display Manager:/var/lib/gdm3:/bin/false

kernel information:

uname -a Linux pc 4.19.0-kali4-amd64 #1 SMP Debian 4.19.28-2kali1 (2019-03-18) x86_64 GNU/Linux

This message does not always appear (I couldn?t catch the dependency) I think that the problem is in the gdm3 daemon, below its config:

# GDM configuration storage - modified by kali-root-login
#
# See /usr/share/gdm/gdm.schemas for a list of available options.

[daemon]
# Uncomment the line below to force the login screen to use Xorg
WaylandEnable=false
# Enabling automatic login
# AutomaticLoginEnable = true
# AutomaticLogin = root

# Enabling timed login
# TimedLoginEnable = true
# TimedLogin = user1
# TimedLoginDelay = 10

# Reserving more VTs for test consoles (default is 7)
# FirstVT = 9

[security]
AllowRoot = true

[xdmcp]

[greeter]
# Only include selected logins in the greeter
# IncludeAll = false
# Include = user1,user2

[chooser]

[debug]
# More verbose logs
# Additionally lets the X server dump core if it crashes
# Enable = true

daemon gdm3 working fine:

PS: I found one solution, maybe it will help others, before rebooting or shutting down, do logout and after rebooting

If you need to show the output of some commands(dmesg..) write me, I will quickly show them, really want to solve this problem.
Sorry for bad english.

So, what is the problem exactly? How do you trigger it? I'm guessing it is at shutdown time, so does it prevent from shutting it down or does it just take a long time?

I would recommend updating your system, you are running an old kernel, it is currently 5.2: apt update && apt dist-upgrade

See if it solve your problem.

The problem was that the ip v6 protocol was turned off in my /etc/sysctl.conf, i turned it on and it worked.

I hope this solution helps someone.
