Not able to access most sites from Kali Linux 2019.4

We can't connect to the server an tools.kali.org

Traceroute gives Network is unreachable

What might be the issue?

Linux kali 5.3.0-kali2-amd64 #1 SMP Debian 5.3.9-3kali1 (2019-11-20) x86-64 GNU/Linux

It sound like your browser not kali I would start there if this was just installed and you think its Kali I would just save the time and frustration and just clean install.
