So if I understand it correctly I need to partition the disk using a live installation, and then to install that same live version to the disk.

My question is about being unable to install meta packages: does this mean i can't add meta packages during installation OR
does it mean i can't add metapackages at all?

In other words, does the live installation just have this limitation built in?

Live images are by their nature 'ISO' or 'fixed' images, essentially virtual DVD's if you install it fully to disk, you can then add what you want afterwards.
If your after a persistent USB that you can update etc;
