I have ubuntu running in my HDD...when I live boot kali linux i can access my HDD and everything in it...then whats the use of setting a password in Ubuntu if you can just bypass it my live booting kali

Yep, it does. And it's the same for every OS. IF you allow boot from usb in bios, and the harddrive's unencrypted, you have access from a Kali Live.
So, enable LUKS in your Ubuntu, and use bitlocker on Windows, disable USB booting, and you should be good.
