While on installer menu, press e to open grun config and replace quiet with nomodeset quiet splash.
When I press 'e' on Boot Menu nothink happends, no grub config screen appear.
And if I press TAB and change 'splash' with 'nomodeset' shows a messange: "Probing EDD (edd=off to disable)... ok"
I didn't try install yet, probably installing and in a grup screen pressing 'e' it works, but I would like to be able to use Live-USB too.
That splash is what grub parameters are. Search your problem by replacing kali with ubuntu. Ubuntu and kali are both based on Debian. If any solution is working with either ubuntu and kali, it will work with kali.
The problem is with kali not supporting your discrete graphic card.
I had same problem on my previous laptop with integrated some budget radeon card. it was on kali 2018.2 (i think) , i try install Ubuntu and them i install drivers but not from ububtu repo. After this everything work fine, but kali cant recognise my card even i install minimal installation and try separate install xorg and graphics card.

If I could get only Terminal access already would be enough to me, actually I rarely use graphical tools anyway
