Brand new OnePlus 7 Pro - Can?t unlock bootloader.

Option is grayed out in developer options. I?ve already researched the issue, and tried all of the obvious fixes. I suspect the issue lies with my carrier. I called 3 times, and spoke with 3 different customer service reps, but none of them have any clue what I’m talking about. The only unlocks they can do is carrier unlocks, which I am told is already done. The phone is 100% paid off.

Just to clarify my question: I’m NOT looking for info on how to unlock my bootloader, but rather I am wondering what to say & what questions to ask my Carrier.

Not sure, sorry. We don't have these issues in Oz.

Update: I discovered the issue. Although the phone is completely paid off, the original owner didn’t take the time to have it unlocked, as I had thought. I know what the issue is now, and what I have to do. Issue closed.
