Persistent Install to USB from Windows 10

I can install Live to USB with no problems, but I want to be able to configure, create users, download apps, etc. and I need a persistent install for that. I have seen the directions on how to do this from Linux, but I only have a Windows 10 machine at this time. Please direct me to a link or something that will explain how I can do this.

I need this to install to USB so I can use it as a main OS. I don't want to have to keep reconfiguring it every time I boot it.
