Kali Linux on VirtualBox: need to change keyboard layout at login screen

Hi there!

I'm running Kali Linux from an imported OVA file on VirtualBox on an Ubuntu host system.

I'm able to change the default keyboard layout (I'm using a German keyboard) once logged in using either

or going through the settings.

However, when I need to sign in again, the keyboard layout is still a US one. I know I'm able to use the soft keyboard provided, but it's certainly not as convenient. From what I've gathered, it's got nothing to do with VirtualBox itself.

I'd really appreciate any help or confirmation that it's simply not possible to change the keyboard layout at that point.
