Unable to setup account for pure-ftpd on Kali 2020.1,

Unable to completeconfiguration as described in every help doc for pure-ftpd, the apt package installs, but the configuration fails. Why? "useradd -g ftpgroup -d /dev/null -s /etc ftpuser" will not proceed, the ftpuser account with shell /etc it just won't happen regardless of what you try, NO SOUP FOR ME. Work s on 2019.4. works on 2020.2; 2020.1 (which is the version PWK uses, eh not so much) Not sure what is up, I started keeping 3 images because I kept going nuts after upgrades.

If someone can tell me what I'm doing wrong much appreciated.
