txpower is not working.

hello guys,
i will try to make it short.
description: txpower is not working at all.
hardware: alfa card AWUS036NHR v.2 (2000mw), board WUS620B-1H , chip RTL8188RU, P/n 142000000879A
hardware: internal wifi card didnt work either

i have tried many guides online (almost all of them)

iw reg set x = works but when seeing tx power with iwconfig it stay on 20.
iwconfig wlan0 txpower x = didnt work stayed on 20..
downloading wireless-regdb and crda and following the guides with setting up new crda didnt work either, i also tried to changed the default tx power to 30.. (that didnt work)
when "iw reg get" it does tell me that i am on US/BO.. and the default is 30 as i changed but when iwconfig wlan1/0 that stay on 20dbm

when i am saying it does not work i mean it doesnt change the tx-power = 20dbm doesnt change even tho i did almost everything.
its just staying on 20dbm and dosnt move. i tried on latest kali and sana and older version, no one of them works. i also tried on the internal wireless card of the laptop and that didnt work either.

im stuck i tried many things but nothing as worked for me.
i've read many blogs and thread on the forum, every1 suggest almost the same thing which i followed every1 of them and no one of them worked for me.

help with be appriciate, since i have a 24 dbi antena which i want to use.. (the antena is not the problem since i tried everything on a 5/9dbi antena)

In Kali rolling release , in my case txpower was working just with
sudo iw reg set GY
sudo iwconfig wlan1 txpower 25

Then suddenly stop after some update and upgrade, and it didn't work for a few weeks, and now once again after some
update works again. But my antenna have ralink 3070

problem is i've also tried this on a brand new kali machine / USB (live cd) and yet it didnt work, i wanted to make sure that i didnt fck things up with my own machine, but apparently even on a clean kali it did not work.

did u know what kind of updates as been done to ur machine ? perhaps i could download these same updates and try it out.
