Laptop sleep issue, Kali goes to sleep AFTER I open the lid not after I close it

Just installed Kali on my HP EliteBook 820 G4 and I'm starting to config it when I noticed anytime I close the lid it won't go to sleep like I have it set. It does lock the screen, and as I type my password to unlock it THEN goes to sleep?!? I've tested and duplicated 10/10 times on battery or power cord same thing everytime. If anything on power it takes 1-2 seconds longer to go to sleep but still same behavior.
Is this a bug within Kali?
Is it a bug with my HDW?
I tried looking at gsettings but there are so many settings in there I wouldn't know what to change.
Is there a specific command/switch or config file settings I can toggle to try to fix this?
What log files can I look at to dig further into what's broken and/or a fix?
