Cannot Update Kali - 111: Connection Refused

When I try to update Kali, I get the following error message:

It's done this for the last two days. Any issues with this mirror? I'm using the Kali 2016.1 virtual machine from kali.org.

Hmm, not that I can tell from my location. I'm able to update ok. Have you verified your internet connectivity from the host & VM?

Grid, Internet connectivity is not an issue- I can ping external IP addresses, browse websites, wget files, etc.

I just tried again, and the issue still remains. I modified the hosts file temporarily to use the IP address of archive-4.kali.org, and it looked like it was working at first, but apparently, there are some parts of the archive-7 repo that are not present in archive-4 (?), so that did not work for me.

I've even re-downloaded the 2016.1 VM, verified the hash was good, unzipped it, changed the password, verified Internet connectivity, and tried apt-get update and still have the same problem...

Is it possible that the IP block I am coming from is being blocked / is being refused connections?

That's what it seems like. I'd report this at bugs.kali.org
