Can you help me to decode this strange signals...what is this..., need some help who knows hacking with rtl-sdr software, or that recommend someone for me. This frequencies are recorded with keenerds tool rtl_fm like this
rtl_fm -M usb -f 1240M:1400M:0.2M -s 22050k -g 50 -p 87 -d 1 -l 310 | sox -traw -r8k -es -b16 -c1 -V1 - -tmp3 - | sox -n rtl_card1_211215.mp3
other tools that I was using is sdrsharp, panorama (GUI frontend for rtl_power)

Edit your first post with the correct link, and what type of antenna were you using?
Thanks for the tip, antenna is default one that you get with dongle, but you don't have better antenna, because signal is strong.
here is a list of suspects for that weird 1 325 740 200 Hz signal, though I could not match it with any example.
4G LTE Network

Try different modes (AM, NFM, RAW, ...).

so until that signal is IDed, we cannot rule out a possible alien invasion!
According to pdf document from roof institution for frequency assignments in that frequency range that I mention are actually some kind of "space research", so maybe we are talking about aliens ;-)

1710-1785/1805-1880
I found on net that some commercial cross field generators (TWT) from following manufacturers L-3 and Teledyne in the US, e2v, Thales and TMD in Europe, NEC in Japan operate in frequency range from 1250-1350 MHz, but like to know what they are emit...
But I will try first with other modes, and let you know what I find.

here are my observations..
- a humanoid type voice can be heard. Has a definite 'organic' quality to it.
- does look like a 'verbal' type broadcast.
- does not seem to be played in a loop, though would like to hear 2mins+ of it (if you can upload one).
- I do not get the same 1 325 740 200 Hz signal down her in south america, so it is localized.
- it is not a motor generating that signal.
- not random or interference, but rather purposely and by design.
- it does sound like normal news broadcast by its rhythm.

but distorted, and for whom is it aimed at?
Of course that is made by human, X-files is just for mystification ;-) . I don't want you mean by recording that signal with sharp with nice GUI interface or with rtl_fm.
I made one recordings with rtl_fm at 1 325 740 200 Hz with this command
rtl_fm -M usb -f 1325.7402M -s 170k -r 12k -d 1 -l 1k | sox -traw -r12k -es -b16 -c1 -V1 - -tmp3 - | sox -tmp3 - sox_record_usb.mp3
I put on sharing host also recordings with rtl_power at my place and on another place, after that I used heatmap python script, just like Keenerd decsribe like
rtl_power -f 1200M:1500M:0.1M -g 50 -i 100 -p -18.697 -e 24h some_name.csv

I just want to listen/see if it plays in a loop or not.
Is it always there, broadcasting, or does it go away? Are you in Europe, Eastern Europe or Asia?
On that frequency (1 325 740 200 Hz) I don't have any signal. Today I catch signal with panoramix, using that utility because he can quickly show frequency in some larger range (1225-1350MHz), and with that get activity on 1238399740 MHz, and 1324504662MHz, after that I open SDRSharp and find this 2 frequency, and record arround 2 min mp4...
But this 2 signals are not the same as 1 325 740 200 MHz, they got "sharp high peaks", not like 1 325 740 200MHz, BUT on your question can say yes, beacuse you can see with panoramix, that this 2 frequency have "some unique rhythm", or we can say that they are in the loop, but with different power.

I try to capture traffic on USB port with wireshark, BUT don't know what exactly wireshark sniffs, traffic between USB (PC) and RTL USB dongle or he monitoring traffic on RTL dongle???, shortly I capture data with wireshark tshark -i usbmon(busRTL_dongle) -w some_pcap.pcap, and on rtl side I start script something like this

WHY this specificaly frequency, beacuse with RTL-SDR Panoramic Spectrum Analyzer app I quickly get highest peaks between big frequency domain 1.225-1.35GHz, picture is on cloud. Can you look that pcap files, also i EXTRACT data and text files in txt files, which can be also imported in wireshark...
