Troubles with network

Hello!
I'm new here, first of all i cannot download kali from official mirrors, every time i tried it says connection timeout, then i downloaded it from mirrors[.]dotsrc. (it's worth noting than when i tried to download it through TOR it normally started download but because its tor i cannot download it full)Then when i installed it on my VM kali cannot download additiona software from the mirrors, then after installation i cannot install software using apt. So my question is that my IP is somewhat blocked by connecting to mirrors ? i dont think thats caused by my router bcs i can download it by TOR so imo its maybe my IP is blocked ? IDK now

Can somebody pls help?
