Start postgresql service fails (could not bind IPv4 socket)

Hello Community,
my postgresql wont start, I attatched a screenshot of the output I get after running one of the following commands:

Stopping works fine, but I can stop it as often as I want.
I tried to start the service after stopping, same output.
