speedport and zyxel lock wps after few tries and zte turned it off completely. all devices wps reset after power...
probably you need to patch driver? or even kernel. because i'm on 3.x.x and it works fine with patched backports 3.18

maybe because driver checks the EEPROM content and find this value as it's limit (firmware limit)?
are you sure it is a firmware bug? maybe the card EEPROM allows the driver to set half dbm...
sure there are any conclusions..
in eeprom.h look for AR5416_PWR_TABLE_OFFSET_DB and set it to -11 if your card is locked to 20dBm
