I get exactly the same on my Rpi3b+. I?ve tried all the 2020.1a installs (32 and 64 bit).

I'm live booting from USB, tried kali-linux-2020.1a-rpi3-nexmon-64.img.xz
which stopped at 'attached SCSI removable disk'

and kali-linux-2020.1a-rpi3-nexmon.img.xz
which hanged at 'random:crog...
