I'm sorry that this post is duplicated with trouble shooting board. Actually I solved this issue by installing with ova instead of iso file. Now I cannot delete this post so I put this comment. :D
This problem is solved by installing with ova instead of iso.

Using Kali Linux (installed with ova file on VirtualBox) I changed my administrator password and set my own photo,
and it says that 'Other users are logged in' when shutting down or...
Even after getting all updates/upgrades installed, I cannot use Guest Addition for full size window (VirtualBox).
It was installed by iso file, the lastest version.
