i don't know but my experience on backtrack 5r3, i was used command line to connecting huawai 3g modem not using modem software (it's work) please try with open console
# sakis3gz --interactive
and then connect
it is easy ..do you use Nokia Modem for Example ?
1. Copy and paste the file which is given in this folder on your OS desktop.
2. Open Terminal
3. Type chmod +x 3gusbmodem (Press enter)
4. Type ./3gusbmodem –interactive (Press Enter)
5. Select Connect with 3G (Click Ok)
6. Wait till next process it will take some second/minute.
7. Select Option Kernel Module (Click OK)
8. Select Your Network APN e.g. for Tata docomo select tata.docomo.internet (Click Ok)
9. Type anything as a user name e.g. Mr. (Click OK)
10. Type anything as a password e.g. Quiety (Click OK)
11. Click OK
12. Now You successfully connected. Enjoy.

1. Get a sim card with data business, enough balance available; Insert the sim card into USB modem sim card slot.
2. Cellular signal is good enough because good signal is required for dialup and good internet speed and bandwidth;
3. One PC or Laptop with usb port is required for the configuration.
4. Insert the USB dongle modem to PC or Laptop, install the drivers and software.
5. Config the APN paramter and network selection, then dialup to internet.

Instead of all these up's & down's if u have a latest 4G smartphone, just do a internet sharing or share your mobile wifi. i have kali installed directly to HDD ( Dell XPS ), sometimes i use blackberry as wifi hotspot on remote locations & kali quickly grabs the signal in seconds & its lot faster. & for tata Docomo dont worry u will get a 3G wifi router kit.

also,there's a connection wizard available in kali,just next to the button where you shutdown,it may help you (altho i never got it to work )
Well its related with your mobile device that you've used it as modem right ? also the first 3 steps you have posted is bit confusing..the important question is how would you run a 3G Dongle like ( Tata Photon+ or Reliance netconnect ) on a kali linux ? how would you install drivers for that ? this would do a big favor for others who have problems with wireless 3G Modem not working on kali linux.

You don't have to install extra drivers.
Just create the files
/etc/chatscripts/gprs
/etc/ppp/gprs
and
/etc/wvdial.conf
and use wvdial in command prompt.
