Hello, I went to download Kali 64bit and I am getting speeds of 83.kb/sec and my line speed is 75/20MB/sec. Is Kali planning on getting faster speeds?

Could you try using a different mirror?
If you go to this page: http://http.kali.org/README.mirrorlist, it will report which mirror your currently using. This is based on your GeoIP location.
If you wish to use a different mirror, you are able todo so by replacing "/kali/README" -> "/kali-images/kali-latest/" with any of the URLs.
...failing all of that, there is a torrent thats very well seeded.
