I am unable to change my Alfa AWUS036H adapter power on Kali.
On BackTrack 5, I could run IWCONFIG TXPOWER nn and change the power.
On Kali, running that command has no effect. The value is the same after as before.
Any thoughts?

I never tried it on Backtrack... I just know that isn't easy to do. I have an AWUS036NHA Alfa adapter, and it takes a bit of manipulation, but I have my tx-power at 33dBm now.

But I would search the web for maximize wifi tx-power and read all the links that involve you download regdb and crda files. You have to reconfigure them... then compile and install them. And while it isn't difficult, I have not found a tutorial on the web that was easy to understand.... Everyone tends to write in a sloppy manner without using the requisite detail. As such, it is easy to get confused. It took me 3 or 4 times until I got it down.

Any chnace you would type up a list of steps you used for kali-linux. Even the site states steps 4 thru 7 are different for kali.
