graphical problem | blank space remains when the top panel is hidden

problem description: whenever i'm hiding the top panel there is a space that remains so that the windows aren't expanding to the whole screen as it should, but stop at this space and I have no idea how to make it disappear.

it also should be mentioned that this graphical problem doesn't occur while i'm logged in with my second user (switching from root).

any help on this issue would be greatly appreciated.
    Thanks
