Unable to add standard user in Kali 2.0 sana 32 bit

Has anyone else seen this error when trying to add a standard user?:

running '/usr/sbin/adduser' failed: Child process exited with code 1

I'm OK with running as root but if I can make a standard user I'll use that most of the time.
Kali 2.0 sana 32 bit freshly installed with full disc encryption (and fully updated).

FYI, I reinstalled Kali 2.0, but this time I didn't try to make ANY settings until after getting all package upgrades. Now I was able to add a standard user.
I still haven't got 33 dBi wifi... but I asked about that in a different thread. Wish me luck!
