Adding repo?

I have tried

apt-add-repository and add-apt-repository

both commands are not recognizeable

What do I need to add to get this to work? I'm trying to add a repo that has HAL so I can use hulu and netflix and I can't seem to get it to work.

Just add it to /etc/apt/sources.list

The repo I was wanting to add begins with ppa:// instead of http:// like the rest of the list...does that matter?

Shouldn't make any difference. However, I must say that adding other repos can easily break Kali...definitely want to be careful & make backups!
