Broken Link

I'm if this is suppose to happen but when I go to the link above I get Error 404.

I access the link via the link below by pressing on the words "Kali Rolling"

Kali-rolling (aka kali 2016.1) will hopefully be fully released later today (download links. documtations, blog post etc etc). It's released was delayed yesterday (EFI issues on certain images).
You can be an early bird and just download it from a mirror .
