    Creating a University Public Mirror

Our team was tasked with creating a mirror of any linux distro. We chose Kali since our cyber defense/attacks team uses it almost exclusively.
I found documentation on the site regarding how to set up Kali to make this happen. However I still have a few questions:

What kind of spec hardware should we try and get for the server? We already have 5 TB of storage space but we need to gather the rest of the hardware. are CPU/RAM big factors in making a reliable mirror server? What should we focus on to maximize reliability?
What ports need to be open for this to function as a public mirror? We dont plan on running FTP, just HTTP/HTTPS and RSync.
Also, were looking for general advice on how to go about it.

We are US based. Open to any suggestions!
