Are you having problems connecting to any other sites? If not, I'd post at bugs.kali.org, and/or see if you can reach the mirror owner to find out what's going on.

You might also reach out to your ISP, and see if they can help. FYI, I just ran an update & dist-upgrade with no problems.

I've been having the exact same issue (and message), however Google isn't helping. I have tirelessly tried to figure this out before posting here but unsuccessful.

Anyways here it goes, I've successfully reproduced this exact same issue described above by Royal on multiple devices (both running Win7 64Bit), even on a fresh VMWare Player 12 installation environment using deb http://http.kali.org/kali kali-rolling main contrib non-free for my sources.list file (located /etc/apt). Sometimes it starts to download just before it begins the installation it hangs at 98% before it fails and aborts the install altogether (sometimes at 192.99.150.27 and sometimes 192.99.200.113). Have even seen where 192.99.16.195 just hangs at 0% where it says 'Connecting to archive-6.kali.org (192.99.16.195) but never actually connects.

I've never had an issue with my host machines up until about a 3 - 4 days ago so it was working flawlessly for a long time on the same endpoint hosts. Checksum on the direct ISO (downloaded off the Official 'kali.org/downloads' checks out using Kali 64 bit ISO 2017.1 sha256=49b1c5769b909220060dc4c0e11ae09d97a270a80d2 59e05773101df62e11e9d) so I know it's not currupt. Fails whether I'm NAT'd or Bridged, no proxy, and tried on multiple different IP addresses (geolocations). Even had a discussion with ISP (Spectrum advanced support) to see if I was getting blocked or dropped on their end and I wasn't. I eset my router then Spectrum refreshed my personal non-leased Motorolla/Arris modem (which assigned me a completely different IP that went from something let's just say 107.x.x.x to a 24.x.x.x), and that does not help. What's strange is that sometimes a regular 'apt-get update' will complete the update process but then after that I try running a full 'apt-get update && apt-get dist-upgrade' it fails so it picks and chooses when it wants to do it.

To be fair the host machines are company issues laptops (no I can't tell you where I work) but I have full local admin.

Using ISO 2017.1 rolling kali distro:

    Distributor ID: Kali
    Description: Kali GNU/Linux Rolling
    Release: kali-rolling
    Codename: kali-rolling

Any help is greatly appreciated before I try to contact mirror owner (not even sure where to start there with all the different IP's) or post bugs to Kali.

Let me know if you need any other information.

    Thanks!

Most likely your ISP is blocking the connection. You can ping and perform traceroute to repo servers. Your connection will be terminated by your ISP.

So my ISP, and all of the other ISP's are blocking this traffic? I don't think so, I can ping it fine, and traceroute completes without any issues. I've already talked to the ISP and they confirm it's not on their end, plus I already vetted that and this was never an issue until about a week ago. Just seems odd to me. Dunno, not answered but thanks for trying.

Sounds like a mirror issue...have you tried manually setting it? If you're not sure how, direction are at https://docs.kali.org/community/kali-linux-mirrors
