Might have to do with your geographical area. Or could be the o/s you are using has anti-virus which sees Kali as harmful & killing the download.

12 ARM torrents are stuck at 99.9%. I've heard of this being done intentionally to artificially increase the number of peers. I hope not. The data is useless unless complete.

Here are the torrents that need to be seeded:
    kali-linux-2018.2-acer.img
    kali-linux-2018.2-bananapi.img
    kali-linux-2018.2-bananapro.img
    kali-linux-2018.2-cubox-i.img
    kali-linux-2018.2-cubox.img
    kali-linux-2018.2-exynos.img
    kali-linux-2018.2-nanopi2.img
    kali-linux-2018.2-nanopi3.img
    kali-linux-2018.2-odroid.img
    kali-linux-2018.2-odroidc2.img
    kali-linux-2018.2-odroidxu3.img
    kali-linux-2018.2-trimslice.img

Increasing leechers doesn't increase the speed of torrent. Increasing seeders does. I think for all images of kali there are already thousands of seeders and leechers in the swarm.

Which torrent client do you use? I always download kali image from torrent because i don't have to verify it later.

A peer is a leecher only if it stops seeding as soon as the download is complete, it still shares what it has with the swarm. For those 12 torrents, I'm seeing only about 20 peers and 0 seeds, all stuck at 99.9%.

I'm using BiglyBT, a Vuze offshoot. The other clients are as varied as the countries of origin.

Problem went away. The swarm finally got a seed with complete torrents and the single piece for each was finally received.

    parrot-workstation-4.0.1_amd64.iso
    parrot-raspberry-pi-4.0.1_amd64.iso
