RPi3 b+ still awake after poweroff/shutdown ..screen is black but doesn't off completely

I just installed kali-linux-2018.4a-rpi3-nexmon-64.img on RPi3 b+ and installation was successful but I can't poweroff/shutdown since the screen goes blank but the system is awake ..I need to plug out power cable and plug in back to switch on RPi3 b+.Help me please..

The 2019.1 xz is corrupt can't unxz..or if I'm wrong please help me to CLi dd 2019.1

Does the checksum match the image?

What makes you say it's corrupt?

Used old live Kali CD says corrupt....did unxz it says "seeking failed trying to create spare file and used unxz no sparse option - it said file too large

The CD can't be used on the RPi, it's x86 only.

If corrupt, then re-download it.

I can't unxz the downloaded img.xz !! My method doest work..Give me command line to unxz please...I have tried all methods
