newb question: keyboard layout

Hello all,
i'm sorry for asking, but i would like some advise on changing the keyboard layout of my Kali installation.
I have been trying so many things now from forums all over the place, but for the love of god i can't get my installation with Azerty keyboard.
i've set my locale but still typing is in qwerty.
I'm running the latest version (fresh install today).

my setup is on vultr droplet.
I have the same install on a virtualbox and it is working fine there.

i can change the keyboard with setxkbmap nl for instance but then not all the keys are correct

I found out that the console offered with droplets on vultr have a default US keyboard that can't be changed.
Hence the confusion of changing keyboard settings, and actually seeing it change, but the input still being qwerty.
