Can someone help build nethunter 2019.4 TWRP image for Sony Xperia Z(yuga). Now there is only nethunter 3.0 available on the kali's web page before.

Should be able to help here, but I need to know the version of Android OS for which I'm building? This needs to match the OS version you have installed.
