why .bash_history file is not owned by any package

Unexpectedly a Searched about /root/.bash_history file , which is responsible to store all the commands we enter through terminal.But when i wanted to know who created this file , the package manager said "this file is not owned by any package" how is this possible? Because it is regularly been updated by shell and shell is not the one who created this file then who created this file.

Bash creates the file, based on your settings in .bashrc it's not created or owned by any package in and of itself, it's just a recorded history of your bash commands.
