I found the where the problem is . but I can't found the way to solve it .
    details as follow .
    root@ubt:/sys/class/backlight/amdgpu_bl0# ls
    actual_brightness brightness max_brightness scale type
    bl_power device power subsystem uevent
    root@ubt:/sys/class/backlight/amdgpu_bl0# cat brightness
    113
    root@ubt:/sys/class/backlight/amdgpu_bl0# cat actual_brightness
    251

actual_brightness should be same as brightness value , and when brightness changed , the
actual_brightness should be changed to same value .
    but in kali , The actual_brightness can't be changed . and always 251 .
when reboot . then the brightness value is 251 .
    this maybe the problem .
Could someone can help with this ?
