I have tried: changing the sources.list and re4son.list files and adding keys ( I can't say what exactly I did because the forums won't let me open another page and all things I tried resulted in no difference (but I think I accidently messed up the re4son file and can't figure out how to change it back)

    re4son:

    deb http://kali.download/kali https://https.kali.org/kali main contrib non-free

    #deb-src https://kali.download/kali https://https.kali.org/kali main contrib non-free

    deb-src http://http.kali.org/kali kali-rolling main contrib non-free

    sources.list:

This seems to happen somewhat regularly with various Kali mirror repositories. Something just gets messed up on one or more mirrors and you're stuck not being able to update for a while. There's nothing you can do except wait it out. Try tomorrow, or a week from now, or do some DNS magic or reconfiguration of your sources.list to force a particular mirror that you know is working (which, of course, involves trial and error). Sorry!

This turned out to be my problem as well. For some reason the Raspberry Pi 3 image ships with a broken sources.list! The line looks like this:

    deb http://kali.download/kali https://https.kali.org/kali main contrib non-free

    And it should be this:

    deb http://kali.download/kali kali-rolling main contrib non-free

I had the same issue and I solved it using a VPN connection so I would get another mirror.
