Is there a Kernel Driver That Can....

Is there a kernel driver that can reflash firmware that exists on the motherboard of a Personal Computer? How do kernel programmers get the information they need to interact with the hardware from user space?

It used to be done with DOS based tools, and later there were some windows based tools, although it is easier than it used to be to update firmware from Linux now, it can still be a bit hit and miss..
