Flashed kali live amd64(takes 11gb) on 15gb usb. Update says not enough space in archives(properties say 1.8 free of 2.4gb)

A 'Live image' is an ISO file, in the same way a CD or DVD is an ISO file, i.e. it is a 'fixed image' and cannot be updated once written.
If you want a Kali installed OS on a stick, you need an installer USB stick and a blank 'target USB' to install Kali too, and then it will be update-able. The only caveat here is you would also need to install grub to the stick for it to be bootable on any system
