because it doesn't need it, many things need to be installed before drives are mounted and calamares mounts drives first..
you can't..

But calamares is much easier to install Kali and simplicity brings more users.

Kali isn't aimed at 'everyday users' it isn't even meant to be a 'general use' OS

Calamares is only a GUI that hides the CLI and the commands being run from you, and Calamares sucks, it doesnt even like a 'blank' and unformatted disk it has to mount and initialise..

But calamares is much easier to install Kali and simplicity brings more users.

Time spent using the command line brings valuable experience with it that you can't get from using calamares, or eating calamari.
