Kali 2022.2, do you have a list of the tools that require a license to use them?

All the installed software in Kali are either free and open source software, or free community editions of paid software.

You don't need any licences to use the tools.

It is however, both 'unethical' and illegal, to scan or disrupt networks you either don't own, or haven't gained express permission to probe for vulnerabilities.

Ethical hackers typically have to sign NDA's about anything they may find during vulnerability scans or pen testing, and in return are then given immunity from possible prosecution by the companies employing them to carry out the testing.
