I was using Kali 2021.4a (live usb) and I was able to run a ping as kali user but now, after an upgrade to kali 2022.3 it's not possible without sudo, do you know why please ?

You should be able to open a terminal and run ping from your usr account:
If you can't what else did you do beside upgrade from Kali 2022.2 to 2022.3?Code:$ ping -c 3 8.8.8.8
Since you're just running it on a Live USB I suggest you go ahead and install a fresh copy of Kali 2022.3 and have a working system to start from..

I use Kali live with encrypted persistence to work with various hardware and I am very happy with that.
For my ping problem, finally I have reinstalled the iputils-ping package and it solved the problem.

Ps : I use Kali live with encrypted persistence because I am working from various system (and I am very happy with that !).
