I wouldn’t really recommend trying to get Steam to work on Kali unless you really know what you are doing. It takes quite a bit of work to get it working due to Kali not really focusing on providing support for that. There are guides online I am sure, and I won’t tell you that you can’t try, but consider doing so in a VM first.
Without logs I can’t tell you why you are getting this error now, but I would check to see if your home directory still exists first. If there isn’t anything important on the machine, it may be easier to just re-install and learn to do this in a VM so you can create a snapshot.
