Have you tried any of the suggestions on google for the error? This is a semi-common error that can occur when one or more issues are encountered in the process of installing Kali. Whether that is WSL isn’t properly installed or the method to get Kali wasn’t properly completed. I have had it occur multiple times where I have simply installed something wrong, and once trying again it would work.
One of the common suggestions is to use the Microsoft Store app to install WSL or Kali or both.
Also be sure to reboot after enabling WSL.
