Fpm refusing to work

What have you tried:
uninstalling/reinstalling ruby
every single possible method of trying to download fpm using commands

What is the error:
I need fpm commands to make app bundles work but the app bundle for fpm needs the same code

What device is this on:
lenovo yoga kali linux

Not a Kali provided program, so wrong place to ask really.
