The image was in there, but now gone. Only paid images from 3rd party exist.

As Kali has no billing element, and is released under the GNU license, it seems to not be compatible with their structure.
Can you not just download it from Kali.org?
Ubuntu is in there, along with other free downloads. I am creating my own image pipeline now to push it into my tenant, just an extra step now to get Kali into Gov. Thanks for the reply.
Ubuntu also has a subscription service, so maybe thats why it works with their platform. Kali has no paid elements whatsoever.
