Linux Live USB drive generated under windows is not allowing me permission changes

I have a USB drive that while using windows, I installed Kali Linux on and now after creating a persistent Linux Installation on my External USB drive I am trying to change the permissions on the USB Kali Linux Live drive and I can’t seem to erase or rather format it. Permissions set at read only are not able to be changed even from root.

I know this is got to be something easy I am not familiar with so any help here will solve the last of my HD problems.

In GParted you should be able to delete any and all partitions you find on this USB stick, and after that reformat it to FAT32 where it can then be read by any OS

I should conclude my original post with grateful acknowledgement to all whom have offered up their help and guidance. Thank You, I have finally solved my initial problem, which was the corruption of my primary SSD, and home of my winos.

Syntax is everything. I need to slow down and proofread what I type. My typing maybe the root of my problems.
