I’m proposing the idea of a new Kali Linux edition, called either “Kali Home” or “Kali Dev Edition”, designed for users who love Kali’s Debian base, rolling release, lightweight XFCE setup, and performance optimizations, but don’t need the preinstalled penetration testing tools. This edition would provide a minimal, clean base, keeping only essential system utilities while allowing users to install whatever they need—whether it’s for programming, general computing, or personal projects. It would still offer Kali’s speed, security, and rolling updates, but without the security tools that might trigger false alarms in certain environments. Would there be community interest in such a version?
in my opinion that’s not a necessary thing. you can use other distros like ubuntu or mint which are also debian based and are good for development stuff and most of the essential packages come installed by default. Remember that you can always tweak your os settings for improved performance. Also you can download the tools on it if you want.

They pretty much already did this. If you really enjoy the minimalist look and feel of Kali, which I do very much, you can uninstall the few things you don’t want. Every distro is going to have something you don’t use or not have something you would like to use. It’s easier to customize something you already like. Don’t let anybody stop you from experimenting.
There’s already a distro like that called Debian.
